Add ignore SSL verification setting for BDC and plumb through features

Task is:

• Add "bigdatacluster.ignoreSslVerification" flag in the user settings
• Plumb through the HDFS, Spark Job submit, Cluster controller, Spark notebook config, usages as needed.
